OCDETF Operation Chain Reaction
Edition label: 2026-10
Definition: The Drug Enforcement Administration’s Organized Crime Drug Enforcement Task Forces investigation of Jeffrey Epstein and 14 co-conspirators1 (case number NY-NYS-0829),2 documented in a May 18, 2015 OCDETF Fusion Center memorandum (OFC-TP-15-12392 / SODOFC-15-12392; DOJ Bates EFTA00173953)3 for “illegitimate wire transfers” tied to “illicit drug and/or prostitution activities occurring in the U.S. Virgin Islands and New York City.”4 No drug-trafficking or money-laundering charges against the fifteen named targets are identified in Wyden’s letter;5 the operation’s conclusion date and final result remained questions posed to DEA.6
Overview
It is described in Senator Ron Wyden’s February 25, 2026 letter to DEA Administrator Terrance Cole, which cites the underlying OCDETF memorandum (Bates EFTA00173953, released via EFTA Data Set 9, heavily redacted).7 The memo documents:
- 14 co-conspirators in addition to Epstein — identities redacted in the EFTA release8
- Criminal predicate: “illegitimate wire transfers” tied to “illicit drug and/or prostitution activities”9
- Geographic scope: USVI and NYC10
- Data compilation: suspicious financial transactions, border crossings, Treasury Department data, and data from “a range of other federal law enforcement agencies”11
- Document classification: “sensitive but unclassified”12
Wyden’s letter documents that (1) the investigation existed and reached a scope sufficient to warrant an OCDETF Fusion Center memo, (2) the letter identifies no drug-trafficking or money-laundering charges against Epstein or the 14 co-conspirators and asks the DEA why none were filed,13 and (3) OCDETF was dismantled by the Trump administration.14
Wyden alleges — but does not prove — that “the DEA and DOJ during the first Trump Administration moved to terminate this investigation in order to protect pedophiles.”15
Analytical Significance
Other investigative and financial-compliance tracks in the record, each cited in its own item, include:
- SDFL federal sex-offense investigation resolved by non-prosecution agreement, with state prosecution in Palm Beach County (→ non-prosecution-agreement)16
- FBI Los Angeles October 2020 informant memo17 (→ FBI/intelligence-allegation record)
- Treasury/bank-compliance SAR investigations ($1.5B four-bank aggregate documented in Raskin, Jamie. Letter to Robin Vince, Chief Executive Officer, Bank of New York Mellon. U.S. House Committee on the Judiciary, October 8, 2025.)18
- What Wyden describes as indicators of a Russian-intelligence relationship19 (Belyakov/FSB email channel20 + 15 meetings with Russian government officials and executives of Russian state-owned banks 2015–201721, per Wyden, Ron. Letter to Leon D. Black. U.S. Senate Committee on Finance, March 20, 2026 (redacted).)
The OCDETF memorandum does not establish why no charges followed, that any subject received institutional protection, or that Epstein’s enterprise was formally classified as transnational organized crime.

- Does Chain Reaction bear on the Russian channel described in Wyden’s March 2026 letter, including the Belyakov FSB-academy email channel and 15 meetings with Russian government officials and executives of Russian state-owned banks 2015–2017?24 What, if any, connection goes beyond the May 2015 memorandum’s overlap with the beginning of that period?25
- Was there a documented 2019 FBI re-opening of an Epstein investigation?
- Was there an earlier federal drug-enforcement investigation of Epstein than the DEA New York case C1-11-0049, listed in the May 2015 OCDETF memo as opened on December 17, 2010 with the status “Pending Judicial”?26

- What legal basis does DOJ state for the EFTA00173953 redactions?

- Beyond the Belyakov background and contacts that Wyden describes as indicators, what would establish whether Epstein had a Russian-intelligence channel?29
